Joe Biden was asked about how he felt Andrew Cuomo did as governor for the last 10 years.  Biden gave him a glowing review but does Joe Biden have any idea of the policies that Cuomo enacted during his tenure?  The quality of life in New York is horrible, so one would say he has NO CLUE!
