Talking Points Memo & Top Story
Hillary's Plan to Fight Terror
"It was good to see the Wall Street Journal editorialize that the only way to stop ISIS committing mass murder is to confront them at their source in Syria, Iraq and Libya. Talking Points said that again last night and it has been a major theme of this program for years. Unfortunately, most Western leaders are afraid to do that, pointing to the debacle in Iraq and the problems in Afghanistan as a reason to avoid meaningful confrontation with Islamic killers. But if we do not attack the savages, the world will continue to absorb violent terror incidents. Enter Hillary Clinton, who may become president. Today she said this about the ISIS threat: 'On 9/11, NATO treated an attack against one as an attack against all ... now it's our turn to stand with Europe.' But what does that mean? We analyzed Mrs. Clinton's speech and can find no concrete action to defeat the ISIS savages. Instead she used her platform to attack Republicans. What is her strategy to stop the terror killings plaguing the world? If Talking Points hears about alliances one more time, cardiac arrest may follow. Let's stop the BS, people are dying. ISIS is like the black plague marching through Europe, killing at random. There is a report that 400 terrorists have been dispatched by ISIS to cause damage in Europe. The solution lies in brute force, not dumb suggestions that the Kurds handle things and that kind of blather. America needs a strong leader who will sit down with the smartest military people and map out a clear fighting plan. Then NATO needs to declare war on the ISIS group and every Muslim nation needs to be asked to pledge troops to help. No more dithering, no more sloganeering. Because a weapon of mass destruction will be used by the ISIS savages. It is just a matter of time."

The Factor invited former New York City Mayor Rudy Giuliani to evaluate the Clinton anti-terror speech. "She says we should 'stand with Europe,'" Giuliani scoffed, "but her president was sitting at a baseball game doing the wave and laughing instead of trying to rally the West against ISIS. What he did yesterday embarrassed me as an American. To rally our forces against ISIS, you have to come back to the White House and not leave until you have a plan. Hillary Clinton helped create ISIS, she could be considered a founding member! She was part of an administration that withdrew from Iraq and did not intervene in Syria at the proper time." To be fair and balanced, The Factor reminded Giuliani, "As secretary of state, Hillary Clinton could not force Barack Obama to do anything, the only thing she could have done was resign."
Impact Segment
Frank Luntz on New 2016 Election Polls
Pollster Frank Luntz entered the No Spin Zone to analyze new polls that show both Hillary Clinton and Bernie Sanders beating Donald Trump in head-to-head matchups. "What I found most interesting," he said, "is that there are 'Trump Democrats' who believe he is the right choice for president but won't vote Republican for the Senate or House. And there are not enough 'Trump Democrats' to overcome Latinos and younger women, which is where Trump is weakest." Luntz also tried to explain the broad appeal of socialist Bernie Sanders. "They're not voting based on policy, they're voting based on personality. They want someone who means what he says and says what he means." The Factor was dumbfounded, saying, "Even the dimmest Americans must understand that a guy like that would not get anything passed."
Factor Followup
The Latest From Brussels
Fox News correspondent Greg Palkot reported from Brussels, where residents are trying to recover from Tuesday's bombings. "There are new reports," he said, "that the main bomb-maker may have been killed at the airport. He was involved in making all the bombs in the November terrorist spree in Paris and the bombs used here in Brussels. There had been thoughts that he had gotten away, but he may have been killed. This city was whacked yesterday and it has had a big impact on the people here. People are angry and upset and sad and looking for solidarity. But it might take more to get people really upset at their government, which has a divided law enforcement structure, and at the European Union, which allows people to move across borders."
Unresolved Problems
Who Enabled ISIS?
The Factor was joined by ISIS expert Michael Ware, who has created a new documentary about his experiences in Iraq. "ISIS actually began shortly after the invasion of Iraq in 2003," Ware said. " ISIS has had different names and leaders, but it was all started by Jordanian militant Abu Musab al-Zarqawi, who was killed by the U.S. in 2006. He had a view of 'holy war' that was more barbaric than even Osama bin Laden. We had one moment in history when we decimated the Islamic State, which is when the Bush administration put more than 100,000 insurgents on the payroll." The Factor contended that all those gains were thrown away by President Obama: "The rise of ISIS began when the U.S. pulled all our troops out of Iraq. The Obama administration did the wrong thing and ISIS prospered."
Miller Time
Miller's Thoughts on 2016 Election
The Factor turned Dennis Miller loose on presidential politics. "The good thing about losing to Bernie Sanders," Miller joked, "is that if you're down by ten points, his personal ethos dictates that he gives you five points back. The Democrats will never let Sanders win, they have too many rich guys who don't want a socialist system. But one thing about Sanders is that he actually believes his own crap. Hillary will win the nomination, but have you ever seen a more tired campaign? She goes on and on, it's like watching Kim Jong Yawn. On the other side we've got Donald Trump and protesters shutting down roads when he speaks. We are living in the era of the violent do-gooder! If Trump wanted to get everybody off his back, he ought to convert to Islam because no one can say anything when there's violence there. The country has gone mad! I feel like I'm living as an expatriate in a country that used to be my own."
Back of the Book
Protecting Fragile Student Snowflakes at Emory
Emory University in Georgia is trying to track down and punish students who scribbled some pro-Donald Trump messages in chalk. The Factor spoke about the brouhaha with Emory junior Josh Goodman. "A handful of students saw these pro-Trump chalk writings," he reported, "and said they were traumatized, that it was a 'violent action' against them. But chalk writings are very common, I've seen a lot of support for Bernie Sanders and Black Lives Matter. The students demanded to speak with the college president, they were loud and disruptive. The president legitimized their claims, he said we should honor and value their complaints."
Factor Mail
Viewers Sound Off
Patrick Nolan, West Hartford, CT: "O'Reilly, hard to say who is dumber, you or Cruz. President Obama is diminishing ISIS's territory daily."

David Waterman, Naples, FL: "Bill, your Talking Points on the Brussels bombings was spot on. Mobilizing NATO against ISIS would offer hope in the face of leadership indifference."

Carole and Paul Dalton, Peoria, AZ: "That was an excellent suggestion from Senator Cruz to debate Donald Trump with you as moderator, O'Reilly. Bring it on."
