Talking Points Memo & Top Story
What We Learned from the Brussels Terror Attack
"The first thing we learned: President Obama will not engage the ISIS savages in a meaningful way. He simply believes that getting involved in a shooting war with Islamic terrorists is bad for the USA. No matter what happens short of another 9/11, the president is not going to change his opinion. Yesterday in Argentina he said this: 'Goups like ISIL can't destroy us, they can't defeat us, they can't produce anything ... we defeat them in part by saying you are not strong, you are weak.' The president just said that we can defeat ISIS in part by telling them they are weak. If I had told you that without showing you the tape, you would have mocked me. At least the far-left would have. The second thing we've learned: Europe is in chaos. Millions of mostly Islamic refugees are pouring into Western Europe. Nobody knows who they are or what they're doing. In Belgium, where the bombers struck this week, intelligence agents cannot tap telephones, they cannot look into computers, and police are restrained from raiding private homes from 9 p.m. to 5 a.m. And Belgium wonders why it is a terror target? The incredible laxity on immigration and the ultra-liberal policing have made Europe the easiest target in the world for ISIS. And the far left had its way here, we'd be just like Belgium. The third thing we've learned is that there is still no cohesive strategy at the federal level to neutralize terror acts or to secure the border of the USA. Even some liberal Americans understand the danger posed by the jihad, and that little is being done about it. Talking Points is again going on the record, as we told you last night, that there is a likelihood of ISIS attacking with weapons of mass destruction. The longer the USA dithers, the worse we are going to suffer down the road. And there is no question we are dithering."

'The Five' co-host and former Bush adviser Dana Perino joined The Factor with her perspective of the president's seeming insouciance. "President Obama had the luxury," she began, "of having eight years of President Bush making our laws better so we didn't have what happened in Belgium. I'm talking about the Patriot Act and a wholesale reinvestment in intelligence. There was also military action all around the world and a global war on terror. Also, President Obama inherited a victory in Iraq that he squandered." Perino then analyzed the latest presidential polls that show Ted Cruz closing in on Donald Trump. "Ted Cruz has benefited from all the other candidates who have dropped out. And the gap with Donald Trump losing head-to-head against Hillary Clinton is growing. His supporters say there is plenty of time to turn that around."
Impact Segment
Karl Rove on Trump's Non-Inevitability
For analysis of the Republican race and the possibility of a contested convention, The Factor turned to Karl Rove. "If we have a convention where no one has a majority going in," he explained, "they will keep voting until somebody does have a majority. Donald Trump has 738 delegates, but other people who are not Donald Trump have 832. The hope among Cruz and Kasich supporters is that there will be a similar ratio when the convention begins. We used to get this all settled by having a lot more winner-take-all primary contests, but now there are more proportional contests. Even if Donald Trump wins everything by big margins, he will be barely above the majority of delegates."
Factor Followup
Sanders vs. Hillary
Bernie Sanders, while far behind in the Democratic delegate count, continues to win states and nip at Hillary Clinton's heels. Fox News correspondent Ed Henry reported the latest on Clinton's outreach to Muslims this week. "She was talking about how Muslim-Americans are treated," he said, "and she is clearly trying to set up a contrast between her and Ted Cruz and Donald Trump. She is looking past Bernie Sanders and trying to say she'll be a better commander-in-chief than Donald Trump or Ted Cruz. Clinton is likely to be the nominee, but Bernie Sanders has become a movement. He outraised her by $14-million last month! I don't think he wants to be vice president or a cabinet secretary, I think he wants to have a voice." The Factor quipped that Sanders would make an ideal Ambassador to Cuba.
Truth Serum
Trouble at the Border
According to a top Border Patrol union official, agents have been ordered to stop issuing 'notice to appear' summonses to illegal immigrants. The Factor asked FNC anchor Eric Shawn to administer a dose of truth serum. "Illegal immigrants are supposed to get a notice to appear before a judge," Shawn said, "but this official says his agents are not giving them out. He says he was told by a Homeland Security official that is no intention of deporting these people anyway. But Homeland Security is disputing this." The Factor reached this sobering conclusion: "If you can get across the border onto American soil, you are free to go wherever you want. This is a open border!"
Weekdays with Bernie
Obama's Baseball Controversy
The Factor asked Bernie Goldberg to opine on how the media covered President Obama's decision to attend a baseball game in Cuba and dance the tango in Argentina after the terrorism in Belgium. "The hard news media was generally fair and reasonable," Goldberg said. "It was interesting that more than a few liberals on television, those who normally support President Obama, said the baseball and dancing did not look good. Even reliably liberal Chris Matthews criticized liberals in the media for defending Barack Obama no matter what. I will add from the other side that some conservatives would not give Barack Obama credit if he found a cure for cancer. We need honest analysis, but we are getting hyper-partisan ideology."
Watters' World
Easter Quiz
Jesse Watters hit the streets to find out what some ordinary folks know about the upcoming Easter holiday. Some people were pretty sure this Sunday is either Memorial Day or Father's Day or Passover. Meanwhile, many folks did not recognize a familiar depiction of Jesus Christ and did not know where he was crucified, but just about everyone easily identified the Easter Bunny. One young woman, however, declared that the Easter Bunny is 'kind of scary.' She recommended replacing the big-eared, buck-toothed lagomorph with a puppy dog.
Factor Mail
Viewers Sound Off
Walter Moodie, Sedalia, MO: "Bill, your phony Fox Poll is an example of taking power away from we the people. Hillary and Bernie have no chance to defeat Donald Trump."

Ken Pruitt, Fort Pierce, FL: "Mr. O, you are correct that polling for the general election eight months out is pretty useless."

Denise Benson, Ringwood, NJ: "I am a big fan of John Kasich, and even though you don't support any one candidate, Bill, your lack of support for him comes through."
Tip of the Day
Ending the Spring Break Madness
Some Florida cities have banned alcohol on the beach, leading to a steep decline in spring break revelers. Some merchants have lost money, to be sure, but peace and tranquility beat chaos any day of the week, even in March.
