Wall Street Journal: President Barack Obama Tuesday tried a new tack on a tough domestic issue, saying that beefed-up security along the U.S.-Mexico border has proved effective enough to justify an overhaul of the immigration system. In a speech at the border, Mr. Obama said his administration had met Republican concerns by increasing manpower to record levels and installing new surveillance technology and fencing at the border.
