Tuesday: Trump's Primetime Speech on Childcare
Trump's Primetime Address
The Factor began Tuesday's by going to live to Pennsylvania, where Donald Trump was giving a speech on his new child care proposal. A few excerpts from the address: "Child care is such a big problem and we are going to solve that problem. That means we need working mothers to be fairly compensated for their work and have access to affordable, quality child care ... For many families, child care is now the single largest expense, yet very little meaningful policy work has been done in this area ... Many Americans are just one crisis away from disaster, but that will change under our pro-family, pro-child, pro-worker plan." Trump outlined these specifics: Parents will be able to deduct child care expenses from their income taxes; the earned income tax credit will be expanded for low income parents; all parents will be able to open a 'dependent care savings account' to pay for child care expenses; and employers will be incentivized to provide on-site child care. Mr. Trump insisted that six weeks of maternity leave can be paid for by reducing waste, fraud, and abuse in the unemployment program.

The Factor then analyzed the proposals with Fox News correspondent Carl Cameron, who is traveling with the Trump campaign. "If he becomes president," Cameron said, "he will certainly have problems with the fiscally conservative Republican Party because of the $20-trillion debt. What he is really doing here is courting the moderate and independent female vote. He's trying to get ahead of Hillary Clinton while she is ill and he is laying out his child care policies before she does. He's going to places Republicans don't often go and talking about things Republicans don't always talk about. But now he will have to answer to Republicans about the expenses that the government can't afford."
Two Views of Trump's Child Care Plan
For additional perspective on Trump's proposals, The Factor turned to Juan Williams and Lisa Boothe. "Any economist would ask how he can pay for this," Williams pointed out, "and they would also say that the very rich will benefit most because they have nannies. I don't think Hillary Clinton's campaign is worried about this, she still has a three to five point lead." But Boothe contended that Trump made just the right move. "From a policy perspective, I like the government out of the way. But from a political perspective, this was a smart move right now for Donald Trump to get out there on an issue that should be a strong suit for Hillary Clinton." The Factor pointed out that CNN and MSNBC, which openly root for Hillary Clinton, declined to broadcast Trump's address: "The other two cable networks did not run the Donald Trump speech tonight, they did not want their audiences to know he did this."
The Latest Polling in Battleground States
The Factor welcomed political analyst Kyle Kondik, who scrutinized the presidential race in some key swing states. "We now think that Hillary Clinton has a little more than 270 solid electoral votes," he said, "and then there is an additional group of about 70 electoral votes where she is leading. In order to win, Trump has to take the traditional Republican states like Florida, Iowa, and Ohio, and then he has to eat into some traditionally Democratic states like Pennsylvania or Wisconsin. Also, a poll just came out showing that Clinton is up by just three in Maine, which Obama won by 16. Another poll showed that Trump is only up by six in Texas, so there are some weird things going on." The Factor looked ahead to Monday, September 26th, saying, "The first debate is going to change all the prevailing wisdom that is now in place."
More on Hillary's Emails
There was yet another hearing on Capitol Hill Tuesday, at which two tech experts refused to testify about how they handled Hillary Clinton's emails. Meanwhile, Bryan Pagliano, Clinton's IT specialist, defied a subpoena and simply did not show up. Kimberly Guilfoyle and Lis Wiehl discussed the possible legal ramifications. "They can try to hold Pagliano in criminal contempt of Congress," Wiehl reported, "which is a misdemeanor. The committee would have to vote for contempt, then it would have to pass the House and the Senate, and then it would go to the U.S. Attorney's office and a grand jury." Guilfoyle added that, after all that, Pagliano could be finally tried. "After an indictment there would be an actual criminal trial. They have to go after him, they have to send a message." The Factor complained, "Pagliano is basically giving the finger to Congress and in a good country he would be in prison tonight!"
Bill's Message to Colin Kaepernick
Some NFL players, most notably Colin Kaepernick of the San Francisco 49ers, are refusing to stand for the National Anthem before games. The Factor put forth this exposition on the issue: "Apparently these players believe that America is an unfair nation, especially to blacks. This morning I appeared on the Today Show and said this: 'I want Colin Kaepernick to read Killing the Rising Sun and realize how much brave Americans sacrificed to free millions of people all over the world. I am sending him a copy and I want him to read every single word of this book, and then tell me that he should not be standing during the National Anthem. The bravery and the sacrifice that Americans made in World War II was unprecedented in human history and I am tired of seeing this country besmirched when they don't know what they're talking about!' But after last night's game in San Francisco, Kaepernick said again that he believes blacks are being murdered by police. No nation is perfect, but American police officers rarely shoot civilians. Also, while there is social injustice and blacks have suffered in this country, most Americans deplore violence. To overhype the few police shootings that do occur and to create hostility toward your own country should be put into a 'basket of deplorables.' I do not respect Colin Kaepernick's actions, he is wrong in the extreme!"
