Every President hits the wall.  Washington had tax revolts, Lincoln had battlefield setbacks during the Civil War.  Franklin Roosevelt was totally unprepared for Japanese aggression.

Don’t even mention Herbert Hoover, who was crushed by the Great Depression, or James Madison, who declared war on Great Britain even though Madison had no army.
